How to Understand the Word “sanctions” in UN Security Council Resolutions?

The UN Security Council relies on Article 41 of the UN Charter when imposing international sanc¬tions. However, Art. 41 does not use the term sanctions. While dictionaries attribute the meanings of punishment or approval to the word sanction, in UNSC resolutions it is usually used for measures under Article 41 of the Charter. Usually. What does usually mean? This article uses corpus linguistics methodology as a tool to determine the meaning and usage of the word sanction in UNSC resolutions. An analysis of 2,722 English versions of UNSC resolutions adopted between 1946 and 2023 shows, that the language of Security Council resolutions is highly formalized, institutional, and thematically distinct, differing from general language even in its lexical profile. As far as the term sanctions is concerned, the analysis shows that in the discourse of the UNSC it is used almost exclusively in the sense of measures corresponding with the meaning of Article 41 of the UN Charter. Concordance and collocation graphs confirm the established combinations sanctions com¬mittee, sanctions list, sanctions regime, and sanctions measures, while there are no links to the term punish. Since about 2000, the word sanctions became a standard part of the UNSC’s vocabulary, and it occurs regularly. Frequency of the word in the corpus is related to the UNSC’s sanctions activity in individual years and to the fundamental decisions it has made in relation to sanctions since 2000.

Zatímco výkladové slovníky slovu sankce přisuzují významy trest nebo schválení, v rezolucích RB OSN je obvykle používáno pro opatření podle čl. 41 Charty. Obvykle. Co to znamená obvykle? slova sankce v rezolucích RB OSN. Analýza 2722 anglických verzí rezolucí RB OSN přijatých v letech 1946–2023 ukazuje v prvé řadě to, že jazyk rezolucí RB je vysoce formalizovaný, institucionální a tematicky vyhraněný, od obecného jazyka se liší i svým lexikálním profilem. Pokud jde o výraz sanctions, z provedené analýzy vyplývá, že v diskurzu RB OSN se užívá téměř výhradně ve významu opatření ve smyslu čl. 41 Charty OSN. Konkordance a kolokační grafy potvrzují ustálená spojení sanctions committee, sanctions list, sanctions regime či sanctions measures, zatímco vazby k výrazu punish chybí. Přibližně od roku 2000 je slovo sanctions běžnou součástí slovníku RB OSN, jeho výskyt je pravidelný. Kolísání souvisí se sankční aktivitou Rady bezpečnosti OSN v jednotlivých letech a s tím, jak zásadní rozhodnutí ve vztahu k sankcím RB OSN po roce 2000 přijímala.
