Open Data in the Czech Republic – status and challenges
Annotation:
Open data is data provided for free use in a form intended for an easy machine processing. In the context of public administration of the Czech Republic, it is important that this concept is anchored in Act No. 106/1999 Coll., on Free Access to Information. Thanks to this, open data is one of the methods how public administration can share its data with the public. Open data is not intended for a wider public but for professionals, who process it further into mobile applications, maps, professional articles, studies, or education materials. The lecture will first explain the principles of open data and will take a look at its status in the Czech Republic, even in the context of EU countries. Still, we can say that the status is not ideal and a lot of challenges are waiting for us. How to ensure that a data processor understands the open data and finds the data it needs? How to ensure that a data processor does not spend up to 80 % of his time clearing the data instead of creating an added value? Is open data a threat to our safety or is it the opposite? Even these issues are going to be discussed in the lecture.

About the Lecturer:
Doc. Nečaský specializes in software and data engineering and in research related to open data, semantic websites, and knowledge graphs. In these fields, he has published more than 100 professional articles in scientific journals and compendiums of international professional conferences. Since 2011, he has also been devoted to supporting public administration in the sphere of open data. Since 2015, he has been cooperating in this field with the Main eGovernment Architect Division of the Ministry of the Interior of the Czech Republic where he participates in the preparation of conceptual, methodological and legislative materials and in the education of public administration workers.
